2010年10月22日,国务院法制办公布了《城市公共交通条例(征求意见稿)》,明确提出国家应当加大资金投入,确保城市公共交通在城市交通中的主导地位,这将为城市公共交通优先发展进一步提供法治上的保障。而积极发展轨道交通,正在成为落实公交优先发展战略、解决城市拥堵难题的一项重要措施。截至2009年底,我国城市轨道交通运营线路长度达到1011公里(不含港台地区),预计到2015年前后,中国城市轨道交通线路将达到87条,运营总里程将超过2500公里。
