笔者主张在乡镇创造性地推行公务员考试录用制度,不搞一刀切。不搞一刀切,就是不搞上下一个模式,全国一个模式。因为我国是一个大国,上下的情况不同,全国各地的情况不同。具体情况具体分析,根据实际情况制定方针、政策,是马克思主义活的灵魂,是我们党和国家的宝贵历史经验。乡镇是我国的基层政权,全国有近万个乡镇。根据乡镇的实际情况,创造性地推行公务员考试录用制度,对于巩固我国基层政权,推动乡镇行政工作,促进农村经济文化发展和社会进步,具有十分重要的意义。 一、乡镇人事制度的状况和乡镇行政工作的特点
