城市化背景下社区集体经济治理机制存在一系列问题,已成为制约其健康持续发展的障碍。引入特殊管理股制度是完善城市社区集体经济治理机制的一个可行路径。本文从特殊管理股制度试点目标、特殊管理股的资金来源、定位、行权的原则、范围与程序及其配套措施等方面出发,阐述了城市社区集体经济试行特殊管理股的制度框架。
Under the background of urbanization, there are a series of problems existing in the mechanism of community collective economic governance, which has become an obstacle to the sustainable development of community health. The introduction of a special management unit system is a feasible way to improve the governance mechanism of urban community collective economy. This article elaborates the institutional framework of the trial of special management units in the urban community collective economy from the aspects of the pilot target of the special management unit system, the capital source, positioning, the principle, scope and procedures of the special management unit and its supporting measures.
