从去年年底到今年年初,国家邮政局出台了多项加强快递监管的新规定,比如寄件人需出示身份证实行实名登记、强制快递公司收取寄件时对物品进行验视等。但这些措施的实质是保障物流过程的安全,故对快递公司提高服务质量影响不大。据国家邮政局的调查结果显示,2011年快递服务的总体满意度只有68.2分,比2010年还降低了0.5分,实地测试满意度更低,为63.34分,比2010年降低了3.1分。这足以说明快递行业存在的深层次问题依然很严重,多项新规并未予以解决。
From the end of last year to the beginning of this year, the State Post Bureau issued a number of new regulations to strengthen the supervision of couriers. For example, the sender must present a real name registration with an ID card and force the courier company to inspect the articles when receiving the mail. However, the essence of these measures is to protect the safety of the logistics process, so it has little effect on improving the service quality of courier companies. According to the results of the State Post Bureau, the overall satisfaction of courier services in 2011 was only 68.2 points, 0.5 points lower than that of 2010 and 63.34 points lower on field tests, a decrease of 3.1 points over 2010. This shows that the deep-seated problems in the express delivery industry are still serious, and many new regulations have not been resolved.
