《国家中长期教育改革和发展规划纲要》明确提出要提升高校的科学研究水平。高校科研人员是提升我国科学研究水平的主力。当前,高校科研人员创新水平的现状是成绩与差距并存。健全选拔机制、完善激励政策、建立培训制度、调整科研绩效评价导向是高校提升科研人员创新水平的重要途径。为此,高校如何将政策引导和制度建设的核心和出发点聚焦于提升科研人员创新水平上,是亟待理论思考和实践探索的课题。“,”"Medium and Long-term Reform and Development Plan of Education in China" explicitly proposed to raise the level of university science research. College and university researchers is the main force to enhance the level of the scientific research; Currently, the status of achievement and gaps are coexisting in the innovation level of the university researchers. Improving the selection mechanism, improving the incentives, establishing a training system, adjusting the orientation of university research performance evaluation are important ways to enhance the level of innovation researchers. To this end, the urgent issue of the theoretical reflection and practical exploration is the universities how to focus the policy guidance and the core of the system construction on improving the innovation level of scientific researcher.
