随着工业经济向知识经济的转变,传统的人事管理制度受到了挑战,新的人事管理制度亟待建立。在工业经济的机械化和自动化的生产方式下,人事管理的目标是如何使人掌握和操作机械和设备,使其发挥最大功率,以提高劳动生产率。知识经济是高度社会文明的结果,劳动生产率的提高主要依靠信息化和智能化的方式来解决,知识创新是知识经济的动力和灵魂。因此,提高劳动生产率,创造更高效益的关键是知识的更新,因此,开发人力资源,提高人的素质成为人事管理制度的目标。我们该采用什么样的对策来搞好企业的人力资源开发和管理工作呢?我认为,建立以教育和培训为中心的人力资源开发和管理制度是当务之急。首先,这是知识经济时代对人才提出的基本的也是必然的
With the transformation from industrial economy to knowledge economy, the traditional personnel management system has been challenged and the new personnel management system needs to be established urgently.
