Carrying out further activities of studying and implementing the scientific outlook on development is yet another major strategic plan made by the party Central Committee and is a concrete manifestation of further implementing the spirit of the 17th National Party Congress. At present, the activities of studying and practicing the scientific outlook on development in all industries across the country are proceeding in an orderly manner. Innovative learning methods to enhance the theoretical level, summed up the practical results, is in the ascendant. Beijing Municipal Water Affairs Bureau, like the whole country and the whole city, has started the study and practice of the scientific concept of development fully and steadily.
