互联网的普及和网络视频技术的不断进步,催生了异性之间通过裸体方式并辅之各种露骨的煽情文字和动作进行性挑逗以相互在幻想之中得到性满足的“裸聊”现象。“裸聊”传播色情有害信息,间接或直接诱发一系列违法犯罪活动。对网络“裸聊”的有效防控,需要在制度上寻找恰当的突破。发现制度的构建和实际运行,一方面依赖于公安机关主动出击,另一方面需要以义务激励和功利激励为支撑的群众举报。
