IntroductionrnConserving energy resources is a critical strategy on economic and social development in China. Energy conservation in public organizations is an essential part of the action in the whole society. In 2015, there were about 1.7552 million public organizations across the country, which consumed up to 183 million tons of standard coal equivalent, accounting for about 4.26% of the total energy consumption in the whole society. Their total water use was 12.531 billion m3, accounting for 16% of the total urban water use. Promoting energy conservation in public organizations is an important measure for carrying out the scientific developing concept and speeding up the construction of resource-conserving and environment-friendly society. It also reflects the efforts of public organizations in enhancing self-building and establishing a good social image.
