电子商务的实现,实质是用先进的信息技术改造传统商业模式的一次革命(也可说企业模式),鉴于传统商业活动本来就是涉及社会活动的方方面面,因此,电子商务必定是一个社会系统工程。 电子商务是以Internet网为运行平台,电子商务必然是全球范围内的系统工程。因此,对各国政府的政策法规、管理水平、人才培育等方面的挑战,远远大于在技术和资金方面的挑战。 世界各国的电子商务活动必然遵循统一的“游戏规则”,才能顺利开展,而各国在社会制度、政治状况、法律法规、经济发展程度以及传统文化背景等方面千差万别,因此,各国之间的相互合作、协调极为重要,同时各国政府之间竞争也是激烈的。从而政府在电子商务的作用更加突出。那么政府究竟起什么作用呢?总起来讲四个字:管理、服务。从以下几个方面来说明:
