“三个代表”重要思想是贯穿于十六大精神的灵魂,是全党各项工作的指导思想。对宣传文化部门来讲,学习贯彻十六大精神,就是要用“三个代表”重要思想统领宣传文化工作,牢牢把握先进文化的前进方向,加强精神文明建设。首先,要努力培育和弘扬民族精神。民族精神是一个民族赖以生存和发展的精神支撑。宣传文化工作要顺应时代潮流,顺应人民群众的心愿,坚持以科学的理论武装人,以正确的舆论引导人,以高尚的精神塑造人,以优秀的作品鼓舞人。要努力建立与社会主义市场经济相适应、与社会主义法律规范相协调、与中华民族传统美德相承接的社会主义思想道德体系。要从民族振兴的伟大实践和丰富多彩的生活中汲取营养,创造出更多体现团结统一、独立自主、爱好和平、自强不息的民族精神和体现我们时代精神的优秀作品,给人以思想启迪、情感升华、品格陶冶,不断丰富人们的精神力量,使人民群众始终保持奋发有为、昂扬向上的精神状态。
