据不完全统计,陕西省现有食品加工小作坊16821家、小餐饮45283家、食品摊贩23197家,量大面广、条件简陋、经营分散、从业人员普遍缺乏专业培训和基本安全意识,已成为行业监管难题。从维护人民群众根本利益出发,进一步加强对食品安全工作的组织领导,完善食品安全监管体制机制,健全政策法规体系,强化监管手段,提高执法能力,落实企业主体责任,提升诚信守法水平,陕西省十二届人大常委会第十二次会议对《陕西省食品小作坊小餐饮和食品摊贩管理条例(草案)》进行审议,委员们一致认为,食品安全是重大的民生问题,关系人民群众身体健康和生命安全。
