“端掉铁饭碗,打破大锅饭”是当年国营企业改革最引人注目也是最振奋人心的举措之一。然而,要真正打破“大锅饭”着实不易。在有些地方,大锅饭并没有打破,平均主义又在抬头。所以有人戏言,打破的“大锅饭”有再被锔上的危险。 此话并非耸人听闻。且不说企业之间苦乐不均、分配不公的问题日见突出,就是企业内部分配上的平均主义也没根本解决。虽说奖金分了一二三等,实际搞的却是轮流坐庄的办法;那些“混日月“的,跟流大汗的一样,月底照拿全部工资、奖金。此类例子,比比皆是。
“Turn off the iron rice bowl and break the big pot of rice” was one of the most eye-catching and most exciting initiatives in the reform of state-owned enterprises. However, it is not easy to really break the “big pot.” In some places, the big pot of rice did not break, and egalitarianism was rising again. Therefore, some people joked that the “big pot of rice” that has been broken has the danger of being smashed. This statement is not sensational. Not to mention that the problems of uneven distribution and unfair distribution among enterprises have become increasingly prominent. Even the equalitarianism in the distribution of enterprises has not been fundamentally resolved. Although the bonus points are divided into one or two or three, the actual practice is to take a turn for a sit-down; those who “mix the sun and moon”, like the sweating, take all the wages and bonuses at the end of the month. Such examples abound.
