农村“两委”个体小,群体大,是我国最基层、队伍最庞大的一级组织,且农村干部在任用、工作和管理上又不同于国家工作人员,因此,在农村反腐倡廉建设中,要加强对农村基层“两委”干部的选用管理,就要着重把握好以下几个环节。公道为本,把好选人用人关。农村干部在选拔任用上,因为地域因素限制,往往具有较为明显的宗派特征,加上干部文化层次普遍较低,任职不连续,工作中难免存在一定的短视性。这些特性决定了一部分农村干部对党纪国法和手中权力
