战后,法国根据本国的特点,推行计划与市场相结合的“混合经济”管理体制,实行“指导性”计划是法国计划调节的最主要特点,即在市场机制作用的基础上,运用灵活多样调节形式和手段,对宏观经济实行有选择地指导,力求把计划的长处与市场的长处有机的结合起来,构成确保国民经济持续、稳定、均衡发展的一种合力。综观战后法国执行的历次计划,法国的计划调节主要在如下范围内展开。(一)规定中期内国家总体发展战略和目标,指明未来发展方向。在经济恢复和工业现代化初建阶段执行的前三个计划(1947——1961年),国家的总体战略目标是实现工农业装备现代化,优先发展基础产业部门。以此推动战后经济全面复兴。在经济全面高涨时期执行的第四至第六计划(1962——1975年),政府把实现国民经济均衡、稳定、高速增长和社会平衡作为主要目标。在经济“滞胀”和调整时期(1978年后),政府把“整顿”经济和调整工业结构,促进科研和文化教育事业发展,加速实现“国家现代化”作为主要目标。
