第一章总则第一条为加强对病媒虫害的防治,提高环境卫生质量,保障人民身体健康,根据《中华人民共和国传染病防治法》和《国务院关于加强爱国卫生工作的决定》,结合本市的实际情况,制定本规定。第二条本规定所称四害是指蚊、蝇、鼠和蟑螂(以下统称四害)。第三条凡在本市行政街和城镇范围内的单位住户和个人均必须遵守本规定。第四条除四害是全社会的共同责任,一切单位、住户和个人都负有义务。各单位均应配备专职或兼职的除四害责
