长期以来,受计划经济的影响和制约,铁路投资体制产生了种种弊端,已不能适应铁路大发展的需要。从宏观上说,它是典型的计划经济体制的产物,它所扮演的角色仍旧停留在放权让利的阶段,与建立市场经济体制和现代企业制度已不相适应,必须加快改革步伐。 随着我国经济体制改革的深入,国有企业活力不足的深层次矛盾进一步激化。其主要原因是由于企业产权关系不明晰,组织制度不合理和管理不科学造成。因此,企业改革必须由放权让利为主要内容的政策转为企业制度创新,建立现代企业制度。这一改革重在转换国有企业经营机制,其目的在于寻求实现公有制与市场经济相结合的有效途径。我们所要求的扩大
For a long time, under the influence and restriction of the planned economy, the railway investment system has had its drawbacks and can no longer meet the needs of the great railway development. From a macro perspective, it is the product of a typical planned economic system. Its role remains in the phase of delegating power and giving benefits. It has become incompatible with the establishment of a market economy system and a modern enterprise system and must speed up the pace of reform. With the deepening of China’s economic reform, the deep-rooted contradictions of the state-owned enterprises’ vitality are further intensified. The main reason is due to the unclear relationship between the property rights of enterprises, the irrational organizational system and unscientific management. Therefore, the reform of the enterprise must be shifted from a policy of delegating power and giving benefits to innovation of the enterprise system and establishing a modern enterprise system. This reform focuses on the transformation of the operating mechanism of state-owned enterprises with the aim of seeking an effective way to achieve the combination of public ownership and market economy.
