据权威部门统计,目前中国的收费公路已占全世界的71%,其中许多当数乱收费。谁都知道乱收费的恶果:一方面通过费挤税,使得企业预期收益下降,百姓负担加重,国家财政应得的一块税被费活活吞占掉,这是近年来我国财税下降的一大原因;另一方面有违基础设施建设初衷,恶化了投资环境,损坏了一个几千年文明国度的形象,这是经济泡沫和风险加大的一股恶流。与国家十分紧张的财力形成鲜明对照的是,收费部门一个个财大气粗起来,坐高档车,盖豪华楼,花潇洒钱,滋生出新的腐败。难道对公共设施除掉收费,就别无新的途径可寻?现实好像又并不是这么一回事。西方发达国家不收费的事,
