第一章 总则 第一条 为了加强对食盐的管理,保障食盐加碘工作的有效实施,保护公民的身体健康,制定本办法。 第二条 国家对食盐实行专营管理。 本办法所称食盐,是指直接食用和制作食品所用的盐。 第三条 本办法适用于中华人民共和国境内的食盐生产、储运和销售活动。 第四条 国务院授权的盐业主管机构(以下简称国务院盐业主管机构)负责管理全国食盐专营工作。 县级以上地方各级人民政府授权的盐业主管机构(以下简称县级以上地方各级人民政府盐业主管机构),负责管理本行政区域内的食盐专营工作。 第二章 食盐生产 第五条 国家对食盐实行定点生产制度。非
Chapter I General Provisions Article 1 These Measures are formulated in order to strengthen the management of salt, to ensure the effective implementation of salt iodization, and to protect the health of citizens. Article 2 The state exercises exclusive management of salt. The salt mentioned in these Measures refers to the salt used for directly eating and making foods. Article 3 This measure applies to salt production, storage, transportation and sales within the territory of the People’s Republic of China. Article 4 The salt owner management agency authorized by the State Council (hereinafter referred to as the “salt management agency of the State Council”) shall be responsible for the management of the nationwide salt franchise work. The salt management agencies authorized by the local people’s governments at or above the county level (hereinafter referred to as the salt owners’ management agencies of the local people’s governments at or above the county level) shall be responsible for the management of the salt franchise work within their own jurisdiction.
