“小报”这个名词,最早出现于宋代。南宋兵部侍郎周鳞之所著《海陵集》中,有一篇奏章《论禁小报》,其中说:“小报者,出于进奏院,盖邸吏辈为之也。”我们今天所说的“小报”,习惯上有两种解释。一种是就报纸的版式而言,对开四版的报纸一般都叫“大报”,四开以下的报纸一般都叫“小报”。如果按这种解释,那末我国早期的报纸都是小报,因为我国早期的报纸都同书籍形式差不多,一直到十九世纪末,才开始出现单张印刷,篇幅也只有四开报那么大,直到进入二十世纪以后,才开始有对开大报出现。所以单纯从报纸版式的大小来区分大报或小报,是不科学的。另一种解释是从内容方面来区别,那就不是三言两语所能说清楚的了。我国早期的报纸,内容注重在评论和新闻。办报人出于某种动机,对当时的政治和时事,发表各自的见解,抑扬褒贬,畅所欲言。但这种言论,往往与统治者发生矛盾,因此常常受到统治阶层的干涉和制约。戊戌前后,朝政不纲,国势凌夷,统治者益发昏愦无知,一味以钳制舆论为能事。士大夫中一部分受
