自2001年开始至2012年暂时中止的我国农村中小学学校布局调整政策,大概经历了“酝酿—启动—调整—中止”四个阶段。政策的实施在取得明显成效的同时,也产生了一系列问题。论文在仔细梳理布局调整政策历程的基础上,归纳总结了该政策对我国农村义务教育的积极作用与消极影响;在深入分析布局调整政策动因、认识以及价值取向的基础上,论文提出了一系列政策建议,以期理性推进我国农村中小学布局调整工作。
The adjustment of school layout in rural primary and secondary schools in China suspended from 2001 to 2012 has probably gone through four stages of “brewing-start-up-suspension”. The implementation of the policy achieved notable results at the same time, it also produced a series of problems. On the basis of careful review of the history of the layout adjustment policy, the paper summarizes the positive and negative effects of the policy on rural compulsory education in our country. On the basis of deeply analyzing the motivation, recognition and value orientation of the layout adjustment policy, the dissertation proposes a series of Policy recommendations, with a view to rationally promote China's rural primary and secondary layout adjustment.
