从2009年开始,江苏省兴化市政府根据省政府出台的农村公益事业一事一议财政奖补相关政策,在全市农村公益事业建设制度方面进行了有益探索,在试点村自来水管网改造和村内道路建设项目实施过程中,注重加强领导,制定项目实施方案;规范程序,严格筹资筹劳标准;分类指导,科学制定奖补办法;规范管理,提高财政奖补绩效;强化监督,严把项目工程质量,取得初步成效。然而,在实施过程中,也遇到一些难题,必须进一步解决。
