灾害社会影响评估是对自然灾害破坏人类社会关系、社会组织结构、社会公共安全、家庭生计系统、个体身心健康等方面情况进行综合评估,有助于政府和社会力量更好地把握自然灾害对灾区社会造成的各种不利影响,为灾区群众提供多方面的援助和支持。在研究了灾害社会影响评估的时点、范围、流程、视角、原则、内容、方法的基础上,提出了灾害对家庭人口结构变化影响、对公共服务设施影响、对家庭生计系统影响、对群众日常生活影响和对社会稳定与心理影响等5方面的55个评估指标,探索形成了社会影响评估的指标体系,构建了社会影响评估的基本框架。
Social impact assessment of disasters is a comprehensive assessment of the relationship between natural disasters and destruction of human society, social organization, social public security, family livelihood systems, and individual physical and mental health, and helps the government and social forces to better grasp the impact of natural disasters on the affected areas All kinds of adverse impacts caused by the society and provide various assistance and support to the people in disaster areas. On the basis of studying the time, scope, process, perspectives, principles, contents and methods of disaster social impact assessment, this paper proposes the impact of disasters on the changes of family demographics, the impact on public service facilities and the family livelihood system, Daily life impact and social stability and psychological impact of 5 aspects of the 55 assessment indicators to explore the formation of a social impact assessment index system to build a social impact assessment of the basic framework.
