各市县林业局、直属各单位:根据国务院《退耕还林条例》(第367号令)和国家林业局《退耕还林还草工程建设种苗管理办法》(林场发[2001]27号)的有关规定,退耕还林所需种苗应当遵循就地培育、就近调剂,优先选用乡土树种和抗逆性强树种的良种壮苗原则,提倡定向培育、定向供应,合同订购的生产供应方式。为做好全省退耕还林种苗的供应工作,确保种苗质量和工程的顺利实施,我局根据《市县级骨干苗圃标准》的要求和各市县的推介,经审核确定了三十一家苗圃,现予以公布。今后,对符合条件而又要求申报作为骨干苗圃的单位,经我局审核通过,将陆续公布。
The municipal forestry bureaus of all cities and counties and their subordinate units: According to the Regulations of the State Council on Conversion of Cropland to Forest (Decree No. 367) and the Measures of the State Forestry Administration on the Management of Seedlings and Seeds for Conversion of Cropland to Forest and Grassland (Linchangfa [2001] No. 27) Provisions, the need for returning farmland to forest seedlings should follow the local training, the nearest transfer, priority selection of native tree species and strong resistance strong tree seedling principle, to promote targeted cultivation, directed supply, contractual ordering production and supply. In order to do a good job in the supply of seedlings for returning farmland to forestry in the province and ensure the quality of seedlings and the smooth implementation of the project, according to the requirements of “Standards for Key Nurseries at County and County Levels” and the promotion of cities and counties, Home nurseries, is to be announced. In the future, eligible units that claim to be declared as key nurseries will be gradually announced upon approval by the Bureau.
