为了解贫困地区卫生与教育系统投入与人力的现状,选取6个省13个样本县51家县级卫生机构以及26家县级教育机构的人力现状进行比较。财政投入方面,教育支出所占比重远远高于卫生支出所占比重;县卫生技术人员的年龄结构与对应的教育机构差异不大;县卫生人员的学历层次明显低于教育系统;县级卫生人员的职称层次也低于教育机构。针对发现的问题提出了相应的对策建议。
In order to understand the status quo of the input and manpower of the health and education system in poor areas, we compared the manpower status of 51 county-level health institutions and 26 county-level educational institutions in 13 sample counties in 6 provinces.
