NGO的社会责任是一个嵌入制度和社会环境的话题。讨论NGO的社会责任需要区分互益组织和公益组织,互益组织的责任首先是服务会员,公益组织实现组织章程所设定的目标就履行了相应的社会责任,因此NGO社会责任的讨论首先要解决的问题是使NGO规范发展。由于制度环境的不宽松和历史资源的匮乏,中国NGO承担社会责任的状况并不乐观。NGO承担社会责任的前提是实现制度创新,维护公民结社自由,并加强对NGO的监管。
NGO’s social responsibility is a topic of embedded system and social environment. To discuss the social responsibility of NGOs needs to distinguish between the mutual beneficial organizations and the nonprofit organizations. The responsibility of the mutual beneficial organizations is firstly the service members. The nonprofit organizations fulfill their social responsibilities as fulfilled by the articles of association. Therefore, the discussion on social responsibility of NGOs must first The problem to be solved is to make NGO standardize. Due to the unfavorable institutional environment and the lack of historical resources, the social responsibility of Chinese NGOs is not optimistic. The preconditions for NGOs to shoulder their social responsibilities are to realize institutional innovation, safeguard the freedom of association of citizens and strengthen the supervision of NGOs.
