与政府发展援助相比,国际民间组织的援助以其项目小、见效快、深入基层且与人民主活休戚相关而享有盛誉。作为政府援助的必要补充,国际民间援助的政策对官方援助深有影响。中国自改革开放以来,积极吸收国际民间援助。经贸部国际经济技术交流中心与100多个国际民间组织建立了联系,每年接受国际民间援助150万美元左右,历年获得援助总额超过5000万人民币;已批准援助项目100余个,包括人畜饮水、打井、农村手工业培训、扫盲、卫生保健、妇女培训等,主要集中于老、少、边、穷地区。
Compared with the government aid for development, the assistance of international civil organizations has enjoyed a good reputation with its small projects, quick results, deep grassroots level and solidarity with the people’s livelihood. As a necessary supplement to government aid, the policy of international civil assistance has a profound impact on official aid. Since its reform and opening up, China has actively absorbed international civil assistance. The International Economic and Technical Exchange Center of the Ministry of Economic and Trade has established contacts with more than 100 international non-governmental organizations and received about 1.5 million U.S. dollars of international private aid each year. The total amount of assistance received over the years has exceeded 50 million yuan. More than 100 aid projects have been approved, including human and livestock drinking water, Wells, rural handicraft industry training, literacy, health care, women’s training, etc., are mainly concentrated in old, less, border and poor areas.
