我国每10万人工伤死亡率为8％左右居世界中等偏上水平。当前,我国正经历从传统计划经济向市场经济转变过程中。伴随着经济发展,安全生产工作也出现了许多新情况和新问题,安全生产形势依然严峻,突出表现在:全国每年各类事故的数量和死亡人数仍呈增长趋势,重、特大事故仍时有发生;由传统的职业危害因素所致的尘肺病、化学中毒、噪声性听力损伤等职业病,这些在发达国家已退居次要地位的职业危害问题在我国仍十分突出。
