我省的流动人口总量始终居全国的前列 ,因此 ,流动人口中的违法犯罪问题是我省各级公安机关关注的焦点。当前 ,流动人口中的犯罪新特点表现为 :违法犯罪客体从常住人口向外来人口延伸 ,以外侵外现象突出 ;犯罪手段日趋残忍 ;逐步发展为在当地称霸一方。而对流动人口的管理已跟不上形势 :管理分散 ,法规滞后 ,力量不足 ,手段落后
The total floating population in our province has always been at the forefront of the whole country. Therefore, the crimes in the floating population are the focus of public security organs at all levels in our province. At present, the new characteristics of crimes in the floating population are as follows: the object of criminal offenses extends from the resident population to the migrant population, prominently the phenomenon of encroachment outside; the cruelty of criminal means; and gradually develops to dominate one side in the area. However, the management of floating population has not kept up with the situation: decentralized management, lagging laws, lack of power and backward means
