构建转业待遇制度应遵循先功能定位,后形式设计,再确定标准的逻辑次序。转业待遇制度的功能应定位为军人退役职业转换成本补偿,在形式上可设计三个项目:职业转换补助费、安家补助费与异地安置差旅费。具体项目的标准应通过对实际数据的调查分析据以测算或估算。当前我军转业待遇制度深层次的问题是功能定位不准,应予以革新完善。具体的政策建议是:废除生活补助费,增设职业转换补助费,重新界定地区津贴;确立职业转换补助费标准,并调高安家补助费标准。
The construction of the system of remuneration should follow the first functional orientation, post-form design, and then determine the logic of the standard order. The function of the system of conversion of remuneration should be defined as the compensation for the conversion costs of the occupations for the retired military service. In terms of form, three items can be designed: occupation conversion subsidy, resettlement subsidy and travel expense for relocation. Specific project standards should be based on the actual data of the survey analysis based on estimates or estimates. At present, the deep-seated problem of the reintegration system of our military is that functional orientation is not allowed and should be improved and perfected. Specific policy recommendations are: the abolition of subsistence allowances, additional vocational conversion allowance, redefinition of regional allowances; establish vocational conversion subsidy standards, and increase the security subsidy standards.
