我国的地方政府权力和职能定位来源于地方人民代表大会水平授权和上级政府的垂直授权,这两者权力的授予和职能的划分在运行层面上存在一致性也存在非一致性.文章提出大部制改革要求宏观规划决策、执行、监督职能的权力归属和机构归属,强调压平多层级授权造成的权责不明、政出多门,要求地方政府职责异构,对地方政府双重授权的职能制统一有重大意义.大部制改革要实现部门内部的GDP增长与公共服务的均等化和强化政府部门的内部问责机制和部门职能的合理化定向,从而实现地方政府水平授权和垂直授权的实践统一.
