平衡计分卡作为一种高效科学的绩效管理工具,在企业管理中被广泛采用。近年来,随着我国卫生事业改革的不断深入,为贯彻落实医改以人为本的重要思想,全面维护医院的公益性,提升医院的精细化管理,加快建立现代医院管理制度,现阶段各大医院也纷纷引进平衡计分卡管理模式。平衡计分卡体现的是战略管理功能,通过财务、客户、内部流程、学习和成长四个维度建立评价体系,进行绩效评价,及时解决在评价中发现的问题,提升医院的服务质量和服务水平,从而改善医患关系,提升医院的管理水平和持续发展能力,促进医院核心竞争力的提高。本文阐述平衡计分卡在公立医院绩效考核中的必要性以及在公立医院的具体应用,目的在于为公立医院的绩效考核提供帮助。

This article describes the necessity of using BSC in public hospital performance appraisal and the specific application in public hospitals, aiming at helping the performance evaluation of public hospitals.
