土壤是生态环境的重要组成部分并对所有生物生存发展起着基础性的保障作用,作为农业生产与需求大国的中国来说,还具有农业经济范畴的功能。但中国农村当前的土壤污染事故频发,对农村社会经济发展造成阻碍制约。对此,加大对土壤的治理,创新我国土壤环境污染制度与立法已迫在眉睫。本文即基于我国农村的社会发展进行土壤污染的环境立法研究,并借鉴国外相关土壤治理的立法经验,针对中国实际现状提出创新性制度建议,致力于农村的脱贫致富。
Soil is an important part of the ecological environment and plays a fundamental role in safeguarding the survival and development of all organisms. As a large agricultural production and demand country, China also has the functions of agricultural economy. However, the frequent occurrence of soil pollution accidents in rural China has hindered the development of rural social and economic development. In this regard, it is imperative to step up soil governance and innovate the system and legislation of soil environmental pollution in our country. This article is based on the social development of rural areas in our country to study the environmental legislation of soil pollution, and learn from the experience of legislation related to soil erosion in foreign countries, put forward innovative system proposals for the actual situation in China, and devote themselves to getting rid of poverty and getting rich in rural areas.
