怎么样把总政《关于加强高中级干部教育管理的意见》的每一条规定落到实处,切实加强高中级干部的教育管理,这是摆在各级领导干部面前的一个很现实的课题。笔者认为,解决这个问题需要发挥好“三个机制”的作用。一、充分发挥选拔使用机制的作用,纠正唯亲、唯私的宗派主义,确保高中级干部选得准、用得好一是选拔使用要坚持高标准。总政治部《关于加强军队高中级干部教育管理的意见》指出:选拔使用高中级干部必须全面正确地贯彻干部“四化”方针,坚持德才兼备的原则,把政治标准放在第一位。
It is a very realistic issue before all levels of leading cadres how to carry out every provision of the “Opinions on Strengthening the Education Management of High and Middle-level Cadres” in the General Political Department and implement effectively the education and management of high and mid-level cadres.
