全国文献影像技术标准化技术委员会从今年开始制订国家标准化指导性技术文件（简称指导性技术文件）。 指导性技术文件是为了使我国标准化工作适应社会市场经济发展的需要,有利于国际交流,为仍处于技术发展过程中（如变化快的技术领域）标准化工作提供指南或信息而制定的标准文件。 为规范指导性技术文件的管理工作,原国家质量技术监督局曾于1998年12月发布《国家标准化指导性技术文件管理规定》。该文件,符合下列情况之一的项目,可制定指导性技术文件:
National Document Imaging Technology Standardization Technical Committee from the beginning of this year to develop the national standardization of the guidance of technical documents (referred to as the guidance of technical documents). The guiding technical documents are designed to adapt our standardization work to the needs of the social market economy, facilitate international exchanges and provide standard documents for guidance and information that are still in the process of standardizing the technological development process (such as rapidly changing technology). In order to standardize the management of the guiding technical documents, the former State Bureau of Quality and Technical Supervision promulgated the “Regulations on the Guidance of National Standardization Guidance Technical Documents” in December 1998. The document, one of the following items in line with the project, can develop the guiding technical documents:
