我国电子政务绩效评估处于起步阶段,构建科学的电子政务绩效评估体系尚在理论与实践的探索时期。现有的电子政务绩效评估,基本集中于外部评估,对于政府电子政务绩效管理的内部评估几乎不存在。因此,需要建立一种信息化、过程化的内部管理考察系统,通过电子政务运行过程中的信息流程,将政府工作过程流程化,通过工作过程中的目标管理与考察,来评估其实际运行绩效,为更准确、科学的评价政府绩效提供有益的参考依据。
