中共十八大报告指出,要稳步推进大部制改革,健全部门职责体系,优化行政层级和行政区划设置,严格控制行政机构编制并减少领导职数。然而与之相伴随的是,近年来越来越多的行政机构升格蔓延成风,这已然成为当前公共行政学研究的热点问题。一方面,诸多相关实例论证了当前行政机构升格的合理性;另一方面,行政机构升格又集中表现出“失范”现象,如违反相关法律法规而擅自升格、受“长官意志”影响而升格、借行政区划调整和改革而升格、高规格配备领导干部而升格以及解决官员待遇问题而升格等。这种现象不仅助长了官僚主义组织文化,不利于推进行政法治建设和巩固行政机构改革成果,而且还带来阻碍政府职能转变等诸多消极后果。由此,未来规范行政机构升格需要大力培育现代行政文化并转变政府管理方式,建立健全行政组织领域的各项法律法规,准确定位并切实转变政府职能,完善行政监督体系以及确立刚性的财政约束机制等。
