我国高校科研事业蓬勃发展,科研经费已成为高校资金重要来源之一。同时,科研经费管理在制度建设、监督管理上暴露出来的问题,亟待解决,值得思考。为切实推动高校科研事业更上一层楼,真正发挥高校科研的潜力,必须科学有效、规范管理科研经费,对科研经费管理责任制度进行强化,完善制度建设,进行经费成本预算细化,开展绩效评价,加强审计监督力度。
