Japan’s economic aggression against Heilongjiang began with the construction of the Middle East Railway. Before the outbreak of the First World War, Japan’s economic forces gradually infiltrated into Heilongjiang. After the outbreak of the war, taking advantage of the decline of tsarist Russia and other powers, Japan’s economic forces expanded rapidly to Heilongjiang. After the war ended, Japan continued to take a series of measures to consolidate its already economically advantageous position in Heilongjiang. The expansion of Japan’s economic forces to Heilongjiang before the September 18th Incident laid the foundation for Japan’s overall economic plunder in the area after the September 18th Incident.
