随着国有企业改革和国有资产管理体制改革的不断深化,着眼于搞好整个国有经济,在积极推进企业制度创新和用好国有资产增量的同时,重点盘活国有资产存量,大力进行国布经济结构的战略性改组,这是推进国有经济从粗放型向集约型经营转变,提高国有经济素质和效益,充分发挥国有经济主导作用的根本出路。在当前,盘活国有资产存量,对国有经济进行结构性调整的重点就是要在国有经济占控制地位的重要领域中,打破地区、部门和行业垄断,按照规模经济的要求,组建一批企业集团,这也是中央“抓大”战略的一项具体措施。然而,也有些同志对此提出疑问,说组建企业集团与过去的“关停关转”没什么区别,只不过是旧瓶装新酒,换烫不换药,还是不能从根本上解决问题。我们认为这种看法是有失偏颇的。
With the continuous deepening of the reform of state-owned enterprises and the reform of the state-owned assets management system, we have focused on the entire state-owned economy. While actively promoting the innovation of the enterprise system and making good use of the increase in state-owned assets, we have focused on reviving the stock of state-owned assets and vigorously carried out the national economy. The strategic restructuring of the structure is a fundamental way out for the transformation of the state-owned economy from extensive to intensive operations, improving the quality and efficiency of the state-owned economy, and giving full play to the leading role of the state-owned economy. At present, to revitalize the state-owned asset stock, the structural adjustment of the state-owned economy is focused on breaking the regional, sectoral, and industrial monopoly in the important areas where the state-owned economy is in a controlling position, and establishing a group of enterprise groups according to the requirements of economies of scale. This is also a concrete measure for the central government to “grasp the big” strategy. However, some comrades raised doubts about this, saying that the establishment of a corporate group is no different from the past “shut down and shutting down”. It is nothing more than an old bottle of new wine. We think this view is biased.
