近年来,随着社会经济的发展,医疗机构工作量大幅增加,编制外用工已成为当前公立医院普遍用工形式,但编外用工造成的人员高流动性日益突出,成为制约城市二级公立医院健康发展的重要问题之一,笔者通过梳理各地公立医院使用编外人员管理实践经验,从理论和实践层面分析产生问题的成因,提出提高编制外员工队伍稳定性的对策。
In recent years, with the development of society and economy, the workload of medical institutions has greatly increased. The preparation of foreign workers has become the current form of employment in public hospitals. However, the high mobility of personnel caused by extra staff has become increasingly prominent and has become a constraint on the healthy development of public hospitals in the city. One of the important issues is that the author has analyzed the causes of problems arising from the theoretical and practical aspects of the use of non-staff management practices in public hospitals around the country, and proposed countermeasures to improve the stability of the preparation of external employees.
