The year 1995 was the last year of the three-year continuation of contracting after the “Eighth Five-Year Plan” of coal enterprises. It was also an important year for the Bureau to consolidate the reform results of recent years, improve the internal management mechanism of enterprises, and lay a foundation for the establishment of a modern enterprise system.
