２００２年４月，海西州农村信用联社经过认真筛选，推出了全州第一个由蓄集乡政府和蓄集农村信用社共同评定的农户小额信用贷款信用村———德令哈市蓄集乡红光村。红光信用村的推出，为海西州创建信用村镇开创了道路，树立了样板。目前，推广农户小额信用贷款，创建信用村镇
