在新疆国民经济和社会发展“九五”计划将逐步实施期间,如何合理制定和选择投资政策,不断提高投资的经济效益,以此促进新疆经济和社会的全面发展,是我们必须认真研究的重要问题。针对我区特殊情况,笔者认为新疆投资政策的基本选择主要有: 一、投资的产业政策 投资的产业政策是整个投资政策的中心内容。它的确立与实施,对于调整新疆地区经济结构,具有极其重要的作用。
