纠正行业不正之风必须坚持治标与治本相结合。为实现这一目标,当前应着重解决好以下三个方面的问题:一是科学地界定行业不正之风的概念;二是纠正行业不正之风与提高行业的行政效能相结合;三是纠正行业不正之风与完善国家的宏观政策相结合。一、关于行业不正之风的概念行业不正之风是指行业(政府部门)及其工作人员行政效能低下并利用在管理国民经济运行中所处的地位优势和特权,钻国家政策和法制建设不完善的空子,用集团利益侵害国家利益和人民群众的利益,损害了政府形象,影响了政府与人民群众的关系。行业不正之风是一个泛指概念,既包括行业的不正之风,也包括政府部门的不正之风。在
