对国外一些金融机构和国家工程造价管理模式进行分析和研究,结合我国水电工程造价领域迫切需要实行动态管理的情况,考虑充分利用我国建国50年来建造的上百座大中型水电站工程造价资料,提出利用类似的已建工程造价资料快速动态估算待建水电工程工程量和造价的思路,以模糊数学为理论基础的模糊比较估价法。给出了该方法的一般步骤,提供了各项参数的确定方法,引入了不同时期价格水平的调整,以消除不同时期由价格差异引起的估价不准确,使快速估价动态化。对水电工程造价管理体制改革的推进,会有一定的参考作用。
Based on the analysis and research of some foreign financial institutions and the national project cost management model, combined with the urgent need of dynamic management in the field of hydropower project cost in our country, we consider the full use of the project construction cost data of hundreds of large and medium-sized hydropower stations constructed in the past 50 years Using the similar construction cost data to quickly and dynamically estimate the quantity and cost of hydropower projects to be built, the fuzzy comparative valuation method is based on the theory of fuzzy mathematics. The general steps of this method are given, and the methods for determining each parameter are provided. The adjustment of price level in different periods is introduced to eliminate the inaccurate valuation caused by price difference in different periods and to make the rapid valuation dynamic. Hydropower project cost management system reform will have some reference.
