少先队独特的文化氛围是凝聚少年儿童的重要力量和激励少年儿童健康成长的重要因素,也是开展少先队教育活动的重要资源。2003年初,共青团中央、全国少工委提出了“加强学校少先队自身文化建设,倡导用先进的思想启迪少年儿童,用先进的文化陶冶少年儿童,用生动的实践锤炼少年儿童”的指导思想。2004年底,在全国少工委四届六次全委会上,团中央书记处书记、全国少工委常务副主任张晓兰同志再次深刻地阐述了少先队文化建设的新理念,她指出:要把少先队的文化理念推广到少先队基层组织的建设中,大力加强少先队文化的研究和建设,总结和提炼独特的少先队文化理念,使这些理念既影响少先队员.又影响少先队辅导员和少先队工作者;要通过文化建设进一步增强少先队基层组织的凝聚力和影响力,使少先队组织鲜明的主张在少年儿童的成长。
