军队转业干部实行自主择业方式安置,是国家在军队转业干部安置方面推出的一项重大改革举措。我们高兴地看到,《军队转业干部安置暂行办法》颁布实施三年多来,各级地方党委政府以及选择了自主择业的转业干部都在认真研究探索,努力将这条路走得更宽更畅。临沂市18名自主择业转业干部联合起来,依托强势企业,依靠国家优惠政策,运用合股经营方式,走集体谋职发展之路,无疑为自主择业转业干部提供了一个成功的就业模式——“兰田模式”。自主择业之路怎样才能越走越宽?民营企业的人才空间到底有多大?自主择业军转干部如何寻找并建立与民营企业的谈判交流管道?自主择业军转干部怎样将自身进行集体“打包”,有效开发自身的品牌资源,并将这一资源进行有效管理和辐射?……“兰田模式”无疑有着多重角度的标本意义。近日,本刊派记者到临沂进行了实地调查采访,对这一“标本”进行了初步的观察与思考。我们希望,更多的自主择业军转干部能从中得到些许启发。
