“实物量分析法”起源于欧美。它是一种适合投资估算、概算、标底和投标报价编制的较好方法。我国传统采用的定额单价法虽有其简单实用的优点,但在我国全面进行经济体制改革和实施市场经济的今天,由于其局限性已越来越不能适应当前工程建设的形势。为此,在我国水利水电工程造价行业中逐步推广“实物量分析法”是必要和可行的。笔者结合我国水利水电工程实际.指出了当前水利水电工程造价编制中出现的问题和矛盾,阐述了“实物量分析法”的思路、基本要求、推广条件及其可行性。并论述了推广该方法的步骤及其战略意义。
“Physical Quantity Analysis ” originated in Europe and the United States. It is a good method for investment estimation, budget estimation, bidding and tender quotation. Though the traditional fixed price method adopted by our country has its advantages of simplicity and practicability, today, due to its limitations, it has been increasingly unable to adapt to the current situation of engineering construction due to its comprehensive reform of the economic system and the implementation of a market economy in our country. For this reason, it is necessary and feasible to gradually popularize the “physical quantity analysis method” in the water conservancy and hydropower engineering cost industry in our country. The author combined with the reality of our country’s water conservancy and hydropower project, pointed out the problems and contradictions in the current water conservancy and hydropower project cost compilation, expounded the idea, basic requirements, promotion conditions and feasibility of “physical quantity analysis method ”. And discusses the steps to promote the method and its strategic significance.
