为解决华东地区铁路运输问题,铁道部于1986年8月和9月先后在山海关和北京召开了两次专家会议,在贯彻决策科学化、民主化精神的基础上,经过充分论证,作出了加强华东路网建设的重要决策。本文写于山海关会议之后和北京会议之前,结合华东地区的运输形势,用具体数据论证了这一重要决策的正确性和迫切性,并且提出了缓解目前该地区运输紧张状况的其它措施,仅供有关部门参考。
In order to solve the rail transport problem in East China, the Ministry of Railways convened two expert meetings successively in Shanhaiguan and Beijing in August and September 1986. On the basis of implementing a scientific and democratic spirit of decision-making, the Ministry of Railways has made strong arguments East China Road Network Construction of the important decisions. This article is written after the Shanhaiguan meeting and before the Beijing Conference. Combining with the transport situation in East China, the paper uses specific data to demonstrate the correctness and urgency of this important decision.
